This seems to be a form of communication that beardies commonly do.
A common belief is that dragons wave their arm as a passive message to indicate when a more dominant or larger dragon is nearby.
It indicates that they are submitting to them.
So when your beardie waves to you, it is basically them saying to you that you are far bigger than them and that they won’t attempt to fight you.
It is them submitting to you and is them enjoying being with you.
